TRAI 140-Series Telephony Setup

Prepare commercial caller identity, DLT registration, templates, and production guardrails for Indian calling.

Indian commercial voice deployments require coordinated onboarding across the telecom provider, DLT ecosystem, consent records, and calling templates. Availability and numbering rules can vary by category, circle, and carrier, so treat this guide as an implementation checklist rather than legal advice.

Provisioning inputs

  • Commercial entity details and authorized contacts
  • Existing or requested 140-series commercial number inventory
  • DLT entity and header registration status
  • Approved voice-call templates and sample scripts
  • Consent capture and retention process
  • Escalation contact for rejected calls, spoofing, or carrier incidents

Map the number to its DLT identity

  1. 01

    Register the business entity

Complete the entity registration required by the applicable DLT portal and retain the registration evidence.

  2. 02

    Register the commercial number

Confirm the exact number series and category approved for the intended use. Do not infer eligibility from a number alone.

  3. 03

    Bind the approved header

Associate each calling identity with the correct registered header and keep the mapping under configuration control.

  4. 04

    Approve call templates

Use a template that represents the actual purpose of the call. Keep prompt changes within the approved business purpose.

Configure production guardrails

  • Restrict outbound campaigns to approved hours and time zones
  • Run registry and internal suppression checks before dialing
  • Use verified source data for campaign membership
  • Monitor call completion, rejection, and complaint signals
  • Keep a disable switch for a number, template, campaign, or entire integration

Verify before launch

  1. Place a controlled test call from every number and carrier path.
  2. Confirm the displayed caller identity is the expected business identity.
  3. Confirm the template, purpose, and consent basis match.
  4. Verify that blocked, suppressed, and out-of-window numbers are not dialed.
  5. Record the test result, date, operator, and approving owner.
